Most wasted ad budget in Dubai is not spent on bad creative. It is spent before the account was ready. The campaign runs, money leaves, and nobody can say afterwards what worked, because the groundwork was never laid.
This is the checklist I would insist on before spending a serious budget. It is not long, and it is mostly one-time work.
1. Pixel and Conversions API, both
The browser pixel alone misses a growing share of events, because of tracking restrictions and ad blockers. The Conversions API sends events server-side, which fills a lot of those gaps.
Running both, properly deduplicated, gives Meta materially better data to optimise on. This is not optional in 2026; it is the baseline.

2. Events that mean something
Do not just fire a “Lead” event on every form submission. Define the events that reflect real business value:
- Lead submitted
- Lead qualified
- Appointment booked
- Customer
Even if you only use the first for optimisation at the start, having the others recorded means you can move to deeper optimisation later without rebuilding everything.
3. A landing page that loads in under two seconds
If you are sending traffic to a page, its speed is part of your ad cost. A slow page means you pay for clicks that bounce before the content appears. On mobile connections in the UAE, this is a bigger factor than most people assume.
Test it honestly on a phone, on mobile data, not on office wifi.
4. Arabic and English handled properly
Running only English in this market means writing off a large audience. Running badly machine-translated Arabic is worse, because it signals that you are not a serious local business.
Decide up front which audiences get which language, and make sure the landing page, the form and the follow-up messages all match. A perfect Arabic ad leading to an English-only page wastes the click.
5. Instant follow-up, before you scale
Set this up before you increase budget, not after. If your follow-up takes hours, scaling spend just multiplies the number of leads going cold.
At minimum: a WhatsApp message within minutes, referencing what they enquired about. Better: an AI agent that qualifies in conversation and books the meeting.

6. The campaign source follows the lead
Every lead should arrive in your CRM tagged with the campaign and ad that produced it. Without this you will never know which creative made money, and you will eventually turn off your best performer because its cost per lead looked high.
7. A naming convention you will still understand in six months
Boring but genuinely useful. Decide how campaigns, ad sets and ads are named before launch. Six months of untitled duplicates makes analysis nearly impossible and makes handovers painful.
8. Enough budget to leave it alone
Meta needs a volume of conversion events before its optimisation stabilises. A tiny budget spread across many ad sets never gets there, and the account stays in permanent learning mode.
Fewer ad sets, more budget each, and the discipline not to change everything after two days. Most accounts I see are damaged by over-editing, not under-editing.
9. Know what a customer is worth
If you do not know your average customer value and roughly what you can afford to pay to acquire one, you cannot judge any result. You will panic at a high cost per lead that was actually profitable, or celebrate a cheap one that never converted.
This single number turns ad reporting from opinion into arithmetic.
