WhatsApp Business API Pricing in the UAE Explained: Per-Message Billing, Free Windows and What You Actually Pay

Branded cover: Replies are free. Blasts are not.

WhatsApp Business API pricing in the UAE works like this: since 1 July 2025 Meta charges per delivered message, not per conversation. Marketing, utility and authentication templates that your business sends are billed at a rate set per country and category. Replies to customers inside the 24-hour customer service window are free, service messages are free, and anything you send in the 72 hours after a customer taps a Click-to-WhatsApp ad is free. On top of Meta’s charges you pay your provider’s platform fee.

Key takeaways

  • Per-message billing replaced conversation-based billing on 1 July 2025. You pay for each message Meta delivers, by category and destination country.
  • Four categories: marketing, utility, authentication and service. Service messages are free. Utility messages sent as a reply inside the 24-hour window are free.
  • Customer service window: when a customer messages you, you can reply with any non-template message free for 24 hours, and the clock resets with each customer message.
  • Free entry point: a customer who starts the chat from a Click-to-WhatsApp ad or a Facebook Page button gives you 72 hours of free messaging, templates included.
  • Your total bill is Meta’s per-message charges plus your Business Solution Provider or software fee. Compare both before signing.

What changed in Meta’s pricing and why does it matter?

Until mid-2025, Meta billed in 24-hour conversation windows. Since 1 July 2025 it bills per message. Meta’s own wording: “effective July 1, 2025, we now charge on a per-message basis.” Charges apply when a message is delivered, not merely sent, and the rate depends on the category of the message and the country code of the customer’s number.

For a UAE business this changes behaviour. Under the old model, once a conversation was open you could send several templates for one price. Now each business-initiated template costs money on its own, so a sloppy campaign that sends three reminders where one would do costs three times as much. The upside is that customer-initiated support became cheaper: replies inside the service window cost nothing.

What are the four message categories?

Category Examples Who starts it Charged?
Marketing Offers, promotions, product suggestions, abandoned-cart nudges, re-engagement Business, via approved template Yes, highest rate
Utility Order confirmation, delivery update, appointment reminder, payment receipt Business, via approved template Yes, lower rate; free when sent inside an open service window
Authentication One-time passcodes for login or verification Business, via approved template Yes, lower rate
Service Answering a customer’s question, support chat, agent or AI replies Customer No charge

Templates are pre-approved message formats. Meta reviews them and assigns the category. If a “utility” template contains promotional content, Meta can recategorise it as marketing, and you pay the marketing rate.

When is messaging free?

  1. The 24-hour customer service window. When a customer messages you, a window opens. Inside it, your replies and any free-form (non-template) messages are free. Every new customer message resets the 24 hours. This is where most support traffic lives, which is why a fast AI assistant on WhatsApp costs nothing per message to run.
  2. Utility inside the window. A utility template sent while a service window is open is also free.
  3. Free entry points. When the customer starts the chat from an ad that clicks to WhatsApp, or from a Facebook Page call-to-action button, Meta states that all your messages, including templates, are free for 72 hours.

The practical rule: get the customer to message you first. A Click-to-WhatsApp ad, a wa.me link on your website, a QR code in the store and a WhatsApp button in your Google Business Profile all open free windows. A cold marketing blast opens none.

How much does it cost in the UAE?

Meta publishes a rate card per country and category, with volume tiers that lower utility and authentication rates as monthly volume grows. Rates change, so we do not print numbers here. To get your exact figure, open Meta’s pricing page, download the current rate card, and read the United Arab Emirates row for each category. Your provider’s dashboard will show the same rates applied to your account.

What the rate card does not show is the second half of your bill: the Business Solution Provider or software platform fee. Providers charge in different ways: a flat monthly fee, a markup on Meta’s rates, a per-agent seat, or a bundle with an AI assistant. Two businesses sending the same messages can pay very different totals. If you are having the bot built rather than configuring it yourself, there is a third layer on top of both, and we price all three in WhatsApp chatbot development in Dubai.

A worked example (illustrative only)

Take a Dubai clinic with 2,000 patients that sends one appointment reminder per visit, runs one promotion a month, and answers questions through an assistant on WhatsApp. Suppose, for illustration, the UAE utility rate on the current rate card is U per message and the marketing rate is M per message. The month looks like this:

  • 1,500 appointment reminders as utility templates: 1,500 x U. Reminders sent while a patient’s service window is open are free, so the real count is lower.
  • One promotion to 2,000 opted-in patients: 2,000 x M.
  • Around 3,000 inbound questions answered inside service windows: 0.
  • Platform fee for the WhatsApp software and the assistant: fixed, from your provider’s quote.

Plug in the two rates from the rate card and you have Meta’s share. The lesson is in the shape, not the numbers: inbound support is free, utility is cheap, and marketing is where the bill grows, so marketing templates should be few, targeted and sent only to people who opted in.

Five ways UAE businesses overspend on WhatsApp

  1. Sending marketing to everyone. Meta also limits how many marketing templates a user receives when they are unlikely to engage, so blasts waste money and get throttled.
  2. Using templates when the window is open. If the customer messaged you an hour ago, a free-form reply is free; a template may not be.
  3. Writing utility templates that read like marketing. Meta reclassifies them and bills the higher rate.
  4. Paying a provider markup without knowing it. Ask whether Meta’s rates are passed through at cost or marked up.
  5. Not using free entry points. Click-to-WhatsApp ads turn 72 hours of follow-up into zero Meta cost.

What about the rules?

Marketing templates need the customer’s opt-in, collected through a channel they control, such as a form, a message or a checkbox at checkout. Outside the 24-hour window you can only send approved templates. Meta may limit marketing templates to users who are unlikely to be receptive. Customer data handled through WhatsApp falls under the UAE Personal Data Protection Law, so store numbers and transcripts with consent and a clear purpose.

Frequently asked questions

Is WhatsApp Business API free to use?

Meta does not charge a setup or monthly fee for the platform itself. You pay per delivered business-initiated message in the marketing, utility and authentication categories, while service replies inside the 24-hour window are free. Separately, most businesses pay a software provider for the inbox, automation and AI tools.

How much does a WhatsApp marketing message cost in the UAE?

The rate is set by Meta’s country rate card and changes over time, so check the United Arab Emirates row on the current card rather than a blog figure. Marketing is the highest of the four categories, which is why it should go only to opted-in customers who are likely to respond.

What is the 24-hour customer service window?

When a customer sends you a message, you have 24 hours to reply with any message, template or not, at no charge. Each new customer message restarts the window. After it closes, you can only reach the customer with an approved template, which is billed by category.

Do Click-to-WhatsApp ads make messaging free?

Yes, for 72 hours. When a customer starts a chat from an ad that clicks to WhatsApp or from a Facebook Page call-to-action button, Meta states all your messages in the following 72 hours are free, including templates. That makes ads plus a fast assistant a cheap way to run follow-ups.

What is the difference between a utility and a marketing template?

Utility messages are triggered by something the customer did, such as an order, booking or payment, and only contain information about it. Marketing templates promote something. Meta reviews the content and assigns the category; promotional wording in a utility template gets it reclassified and billed as marketing.

Can I use the free WhatsApp Business app instead?

For a single person replying by hand, yes. The app has no per-message charges but no automation, no multi-agent inbox and no AI assistant. Once you need several staff, automated replies or integration with your CRM or store, you need the WhatsApp Business Platform through a provider.
