WhatsApp Chatbot Development in Dubai: Cost and What You Get (2026)

Cover for WhatsApp chatbot development cost in Dubai: three costs, not one

A WhatsApp chatbot in Dubai costs you in three separate places: a one-off build, a monthly platform fee, and Meta’s per-message charges. Published UAE price guides put the build for a WhatsApp or website AI chatbot at roughly AED 4,900 to AED 59,000. Platform software starts around USD 59 a month. Messages are billed separately by Meta.

Key takeaways

  • Three costs, not one: the build, the platform subscription, and Meta’s message fees. Any quote that gives you a single number is hiding two of them.
  • Published Dubai ranges for an AI chatbot build sit around AED 4,900 to AED 59,000, with a 2 to 6 week build time.
  • Platform software is a monthly subscription separate from Meta. Wati’s Growth plan is USD 59 a month billed annually for 3 users, respond.io starts at USD 79 a month.
  • Meta moved to per-message pricing on 1 July 2025. Conversation-based pricing is deprecated.
  • From 1 October 2026 service messages are charged, with 1,000 free delivered service messages a month per business phone number and no rollover.

Key takeaways card: a WhatsApp chatbot in Dubai costs you in three places, the build, the platform and Meta message fees

What are you actually paying for?

Most confusion about WhatsApp chatbot pricing comes from people comparing three different things. Split them and the numbers stop moving around.

Layer Who charges it How it is billed
The build Your agency or in-house team One-off project fee, sometimes with phases
The platform A WhatsApp Business Solution Provider such as Wati, respond.io or 360dialog Monthly or annual subscription, usually per user or per contact
The messages Meta Per message delivered, rate depends on country and category

You can skip the first layer by configuring a no-code flow yourself. You cannot skip the second or the third. Any agency that quotes one all-in figure for year one should be asked to show you the split, because the second and third layers keep charging after the project ends.

What does the build cost in Dubai?

Published UAE price guides are the only honest source here, because almost no agency publishes a fixed rate. The most specific published list we found, from the Dubai studio Codingclave and marked as checked on 12 October 2026 and excluding VAT, prices an AI chatbot for a website or WhatsApp at AED 4,900 to AED 59,000, with a build time of 2 to 6 weeks.

That spread is not vagueness. It is the difference between two genuinely different products:

  • Lower end. A scripted flow. Menus, buttons, a handful of canned answers, a handover to a human when the user asks for something off-script. A week or two of work, mostly configuration.
  • Upper end. An agent that reads your product catalogue or CRM, answers in Arabic and English, confirms a cash-on-delivery order, writes the conversation back into your system, and escalates with the full history attached.

None of the published guides we checked states whether their figures include VAT, and UAE VAT is 5 percent, so ask.

What pushes the price up?

Driver Why it costs more
Arabic as well as English Two sets of flows, templates and test cases, and someone who can judge whether the Arabic reads naturally rather than translated
Live system integration Reading stock, prices or customer records means working against a real API, with error handling for when it is down
Writing back, not just reading Creating an order or updating a CRM record needs permissions, logging and a rollback plan
Payments inside the chat A gateway, reconciliation and a refund path
Template approval Marketing and utility templates are submitted to Meta and can be rejected, so the timeline has to allow for revisions
Human handover A shared inbox, shift coverage and routing rules, which is operations work rather than development

The cheapest real saving is scope. A bot that answers your eight most common questions well and hands over cleanly beats one that tries to answer everything and gets a third of it wrong.

What does the platform cost each month?

You need a Business Solution Provider to hold the WhatsApp Business Platform account and give your team an inbox. These are published list prices from the vendors’ own pricing pages, in US dollars, as of October 2026.

Platform Plan Price Included
Wati Growth USD 59 a month billed annually 3 users, 15,000 broadcasts a month at standard rates, 1,000 free automation triggers
Wati Pro USD 119 a month billed annually 5 users, extra users at USD 39 each a month, unlimited broadcasts at standard rates
respond.io Starter USD 79 a month Billed on the contacts you talk to
respond.io Growth USD 159 a month As above, higher limits
respond.io Advanced USD 279 a month As above, higher limits

Watch the add-ons, because they are where a quote drifts. Wati’s published list includes an extra WhatsApp number at USD 29 a month each and a Shopify integration at USD 4.99 a month. Both vendors state plainly that Meta’s message charges are separate from the subscription.

How does Meta charge for messages in 2026?

This part changed twice in eighteen months, and a 2025 article will mislead you.

Meta’s documentation states that “effective July 1, 2025, Meta charges on a per-message basis, aligned to industry standards”, and that “conversation-based pricing is deprecated. It was replaced with per-message pricing on July 1, 2025”. You are charged only for messages your business sends to a user, and only when they are delivered.

There are three template categories, all charged: marketing, for promotional messages; utility, for transactional or informational ones; and authentication, for identity verification. Messages that are not templates can only be sent inside the 24-hour customer service window, and fall into two charged categories, Service and Meta Business Agent.

The change that matters most right now took effect on 1 October 2026. Service messages had been free since 1 November 2024, and utility messages sent inside an open customer service window had been free since 1 July 2025. Both are now charged. In their place, Meta’s documentation states that “each business phone number has one free tier of 1,000 delivered service messages per month”, and unused messages do not roll over. The UAE marketing rate also increased on that date.

Two more details worth knowing. If a user reaches you from a Click to WhatsApp ad, a free entry point window opens and marketing, utility, authentication and service messages are not charged while it lasts, which can be up to seven days. And AED rate cards have been available since 1 April 2026, so you can be billed in dirhams rather than converting.

For the rate card itself and a worked monthly estimate, see our post on WhatsApp Business API pricing in the UAE.

Should you build one or configure one?

Configuring a flow yourself inside Wati or respond.io is genuinely viable for a small business with a short, stable set of questions. You pay the subscription and the messages and nothing else. The limit arrives the moment the bot needs to know something only your systems know: whether that size is in stock, what this customer ordered last month, whether the delivery slot is free.

Signs you need a build rather than a configuration:

  • The answer depends on live data from another system.
  • You need Arabic that reads like a person wrote it, not a translation of your English flow.
  • The bot has to create or change a record, not just reply.
  • You are handling cash on delivery and want confirmation before dispatch.

If none of those apply, start with the subscription alone. You can always build on top of it later, and you will have three months of real conversation logs to build from, which is worth more than any specification written in advance.

What is different about the UAE and the Gulf?

WhatsApp is where a lot of Gulf customers start, so a bot here carries more of the buying conversation than it would elsewhere, and a few local details decide whether it works.

Arabic is not optional for most consumer businesses, and Modern Standard Arabic can read stiff to a customer who writes in Gulf dialect mixed with English. Decide that early, because it changes the test plan more than the build.

Cash on delivery is the flow worth automating first for e-commerce. A short confirmation exchange before dispatch cuts failed deliveries, and it is a utility template, which is the cheaper category.

Then the ordinary things: the weekend runs Saturday and Sunday, so after-hours routing matters; replies inside the 24-hour window behave differently from new templates, so your team needs to understand that; and if you run Click to WhatsApp ads, the free entry point window makes those leads cheaper to talk to than cold ones.

What to ask before you sign

  1. Which Business Solution Provider will hold the account, and will it be in our name or yours?
  2. What is the monthly platform cost, and how many users does it include?
  3. Are Meta’s message charges billed to us directly or marked up?
  4. Which flows are in scope, and what happens on the ones that are not?
  5. Who writes and submits the templates, and who fixes them if Meta rejects them?
  6. What happens at handover: do we own the flows, the templates and the number?

That last one is the expensive mistake. If the WhatsApp Business account sits in the agency’s name, moving away later means a migration rather than a login change.

How Virtuloom helps

We build WhatsApp agents for UAE and Saudi businesses in Arabic and English, starting with the one flow that costs the most when it goes wrong, usually order confirmation or lead qualification. We bill the build separately from the platform and pass Meta’s message charges through at cost, so you can see all three layers. Our pricing is quote on request, because scope decides it. See our WhatsApp AI automation, AI chatbots and AI agents in Dubai pages.

Frequently asked questions

How much does a WhatsApp chatbot cost in Dubai?

Published UAE price guides put an AI chatbot build at roughly AED 4,900 to AED 59,000 depending on scope, with a 2 to 6 week build. On top of that you pay a platform subscription from about USD 59 a month and Meta’s per-message charges, which are billed separately.

Is WhatsApp Business API free?

The platform itself has no licence fee from Meta, but messages are charged per message since 1 July 2025, and you need a Business Solution Provider whose software is a paid subscription. Since 1 October 2026 each business number gets 1,000 free delivered service messages a month.

What changed in WhatsApp pricing on 1 October 2026?

Service messages and utility messages sent inside an open customer service window became charged, having previously been free. In their place Meta gives each business phone number 1,000 free delivered service messages a month, which do not roll over. The UAE marketing rate also increased.

Can I use my existing WhatsApp number?

A number can be on the WhatsApp Business Platform or on the consumer or Business app, not both. Moving an existing number means the chat history on the phone does not come with it, so most businesses start the platform on a new number and keep the old one for walk-in enquiries.

How long does a WhatsApp chatbot take to build?

The published Dubai guide we checked gives 2 to 6 weeks for an AI chatbot. Template approval by Meta sits inside that and can add revisions, so treat the end date as the day the templates are approved rather than the day the flows are finished.

Do I need a chatbot or a human inbox?

Many businesses need the inbox first. If your team is already answering WhatsApp on personal phones, a shared inbox on a Business Solution Provider plan fixes more in month one than a bot does. Add automation once you can see from the logs which questions repeat.
