The big support platforms now sell AI agents that answer customers on their own, and each one bills differently: Intercom’s Fin charges per outcome, Zendesk per automated resolution, Freshdesk per session and Tidio per conversation. A custom agent on the WhatsApp Business Platform costs a build fee plus model and messaging usage. For a UAE business the right choice depends on where your customers message, whether the tool handles Arabic well, and how your volume maps to the billing unit.
Key takeaways
- As of October 2026, Intercom’s Fin AI Agent is priced from $0.99 per Fin outcome with no seats required and works with other help desks. Zendesk charges $1.50 per committed automated resolution or $2.00 pay-as-you-go, on top of Suite seats from $55 per agent a month billed yearly.
- Freshdesk includes the first 500 Freddy AI Agent sessions on its paid plans, then $49 per 100 sessions, with plans from $19 per agent a month billed annually. Tidio’s Lyro starts at $32.50 a month for 50 AI conversations.
- A “session”, a “conversation”, an “outcome” and a “resolution” are not the same thing, so the same month of chats produces very different bills.
- Arabic is supported by the main platforms: Intercom lists Arabic among Fin’s languages and Zendesk lists Arabic among 80 languages for its AI agents. Dialect quality still has to be tested with your own customers.
- WhatsApp runs on the WhatsApp Business Platform whichever tool you pick, with Meta’s per-conversation charges on top.

What do these tools actually do?
They read your help content, policies and past conversations, answer customer questions on chat, email, WhatsApp and social messaging, and hand over to a person when they cannot help. Most also offer a “copilot” that drafts replies for your human agents, which is a separate paid add-on in several of them. The platforms differ in which channels they cover, how they count usage and how they handle Arabic. Our earlier guide to AI customer support in the UAE covers what to automate and what to keep human; this post is about choosing the tool.
How is each one priced?
List prices from each vendor’s pricing page as of October 2026. All are in US dollars and can change at any time.
| Platform | Human seats | AI agent pricing | Billing unit | Human copilot |
|---|---|---|---|---|
| Intercom with Fin | Essential $29, Advanced $85, Expert $132 per seat a month | Fin from $0.99 per Fin outcome, no seats required; can be used with an existing help desk such as Salesforce | Outcome | See Intercom’s plan pages |
| Zendesk | Suite Team $55 per agent a month billed yearly ($69 monthly); Suite Professional $115 ($149 monthly) | 5 automated resolutions per agent a month included on Team, 10 on Professional; $1.50 per committed resolution, $2.00 pay-as-you-go; you pay only for resolutions completed without escalation | Automated resolution | Copilot $50 per agent a month billed yearly |
| Freshdesk | Growth $19, Pro $55, Enterprise $89 per agent a month billed annually | Freddy AI Agent, first 500 sessions included, then $49 per 100 sessions | Session | Freddy AI Copilot $29 per agent a month on Pro and Enterprise |
| Tidio | Starter $24.17, Growth from $49.17, Plus from $300 a month plus usage | Lyro AI Agent from $32.50 a month for 50 conversations; first 50 free; Premium offers pay-per-resolution billing | Conversation | Not separately priced on the page |
| Custom agent | None; your team uses WhatsApp or your CRM | One-off build plus model usage and Meta’s WhatsApp conversation charges | Project plus usage | Built in if you want it |
Why does the billing unit matter so much?
Because the vendors count different things. Zendesk bills only when the AI resolves a conversation without a human, and Intercom bills per outcome. Freshdesk bills sessions, which count whether or not the AI solved anything. Tidio bills conversations, with resolution-based billing only on its top tier.
An illustrative month, not a quote: a Dubai clinic handles 2,000 chats, and the AI fully resolves 60 percent of them. On an outcome or resolution model that is about 1,200 billable events: roughly $1,188 on Fin at $0.99, or $1,800 on Zendesk at the $1.50 committed rate, before seats. On a session model all 2,000 chats count: 500 included, then 1,500 extra sessions at $49 per 100, about $735, before seats. On Tidio’s conversation tiers the slider stops showing prices above 1,000 conversations, so you would need a quote. Run your own numbers with your resolution rate, and remember that a low resolution rate makes session billing worse, not better, because you pay for the failures too.
Which tools handle Arabic?
The two largest do, on paper. Intercom’s help documentation lists “Arabic (Modern)” among Fin’s supported languages, detects the customer’s language once per conversation, and can translate answers from your default-language content when no Arabic content exists. Zendesk’s documentation lists Arabic among 80 languages fully supported for use cases, generative replies and agentic AI. Tidio’s pricing page shows a general multilanguage feature but does not list Lyro’s languages, so ask before you buy.
“Supported” means the model can read and write the language. It does not mean the tone suits a Gulf customer or that Khaleeji phrasing in a WhatsApp message is understood. Before signing, send each tool twenty real Arabic messages from your inbox, including mixed Arabic and English, and read the replies with someone who speaks the dialect your customers use.
Which channels do they cover, and what about WhatsApp?
Web chat and email are standard everywhere. WhatsApp, Instagram and Messenger come through Meta’s platforms, and Tidio’s pricing page lists WhatsApp, Instagram and Messenger integrations on all plans. Whichever tool you choose, WhatsApp messages go through the WhatsApp Business Platform, which means an approved business account, approved templates for business-initiated messages, and Meta’s own per-conversation pricing on top of the support tool. See our guide to WhatsApp Business API pricing in the UAE for how those charges work.
When is a custom agent the better choice?
When the support process is really a sales or operations process. A help-desk AI is excellent at answering questions from a knowledge base. It is weaker when the job is to qualify a lead, check a live booking calendar, confirm a cash-on-delivery order, collect documents for a car rental or push the whole conversation into your CRM in a specific shape. A custom agent built on a model such as Claude or GPT, connected to your systems and running on your WhatsApp number, does exactly that, with handover rules you define. It costs a build project up front instead of a per-resolution fee, and you own the setup. Our post on AI agents vs chatbots vs RPA explains the difference in more detail.
A fair rule: if most conversations are questions with answers in your documents, buy a platform. If most conversations need an action in another system, build an agent, or start with a platform and add the agent for the cases it cannot handle.
What should a UAE business check before signing?
- Where conversation data is stored, and whether that fits Federal Decree-Law No. 45 of 2021 on personal data and your customers’ expectations. Health, finance and government suppliers should ask for the data-location answer in writing.
- Whether the price you see is monthly or annual. Zendesk, Freshdesk and Intercom quote annual rates prominently, and the monthly rate is higher.
- What counts as a resolution or outcome in the contract, and whether a customer who says “thanks” and leaves counts as resolved.
- Whether you can export conversations and your trained content if you leave.
- Who on your team will read the unresolved conversations every week, because that is how the AI gets better.

Frequently asked questions
What is the cheapest AI customer support tool?
It depends on your volume and resolution rate. At low volume, Tidio’s Lyro from $32.50 a month for 50 conversations, with the first 50 free, is the smallest entry. At higher volume, outcome-based pricing such as Fin at $0.99 or Zendesk at $1.50 per resolution can be cheaper than session billing, because you pay only when the AI succeeds.
Can these tools answer in Arabic?
Intercom lists Arabic (Modern) among Fin’s languages and Zendesk lists Arabic among its 80 supported languages for AI agents. Freshdesk and Tidio should be asked directly. In all cases test with real customer messages, including mixed Arabic and English and Gulf dialect, before you commit.
Do I still need human agents?
Yes. The AI resolves the routine share and hands the rest to people with the conversation attached, and the vendors price it that way: Zendesk charges only for resolutions without escalation, and seats are still sold per human agent. Plan for fewer repetitive tickets, not for zero staff.
Does the AI agent work on WhatsApp?
Yes, through the WhatsApp Business Platform. Tidio lists a WhatsApp integration on all plans; for the other platforms confirm WhatsApp support on your plan before signing. You need an approved WhatsApp Business account and templates, and Meta’s per-conversation pricing applies on top of the tool’s own charges.
Should a small business build a custom agent instead?
Build when the conversations require actions in other systems, such as bookings, orders, documents or CRM updates, or when you want to own the setup on your own WhatsApp number. Buy a platform when most conversations are questions answered from your documents. Many businesses start with a platform and add a custom agent later.
